Risk aversion causing inertia in the face of looming humanitarian crises is widespread among policymakers at all levels - governmental, intergovernmental and aid agencies.  The criticism was made by Randolph Kent in a BBC World TV interview in which he was invited to comment on a joint report by Save the Children and Oxfam which highlighted a global failure to plan strategically to mitigate future threats such as the famine and drought in the Horn of Africa.
