Mapping the Models: The Roles and Responsibilities of the UN Humanitarian Coordinator

Mapping the Models attempts to capture the views of a wide range of humanitarian actors about the most effective institutional model for a Humanitarian Coordinator. Based on interviews with 75 representatives of bilateral, multilateral and non-governmental organisations, Section I: Rationale for Alternative Humanitarian Coordinator Models focuses upon three models: (i) the joint Resident Coordinator/Humanitarian Coordinator model; (ii) the stand-alone Humanitarian Coordinator model; and (iii) the extant capacity Humanitarian Coordinator model. This is the final report of the study commissioned by the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA), analysing ways that the current system of Resident and Humanitarian Coordinators could be strengthened.
