This is a report into one of the greatest threats the global system will face in the foreseeable future. The report is intended to garner support from interested parties within and outside the region to focus on ways to identify critical vulnerabilities now, and in the future. A key outcome is to commit organisations which have collaborated on the study to a second stage where practical mechanisms, to address the knowledge gaps, can be developed.
