The IASC working group in the context of the Humanitarian Futures Programme integrated action plan

This paper is an interim report by the Humanitarian Futures Programme
[HFP] on futures planning and its strategic and longer-term operational implications for the IASC-WG. It is based upon a desk top review of major studies of the IASC and its Working Group as well as interviews with 36 representatives of 17 participatingorganisations. It focuses on three main issues:

  • the implications of future humanitarian threats upon those institutions that comprise the IASC-WG;
  • the capacities of the IASC-WG for anticipating and responding to future humanitarian challenges;
  • the implications of the first two issues upon the role of the IASC-WG. The report’s findings and conclusions are based principally upon interviews undertaken in the autumn of 2007 of all representative organisations that comprise the IASC-WG as well as interviews with UNCTs and IASC-CT before and after that.
