This study examines the current shortcomings in humanitarian response, to identify the best opportunities for US engagement, and investigates the most useful role for the private sector and the military in addressing these shortcomings. The creative capacity of the United States is at the centre of this study, particularly in devising strategies to move innovations into the humanitarian mainstream.
