The Humanitarian Futures Programme had the opportunity with the support of the UN Resident and Humanitarian Coordinator (UN RC/HC), Ms Nileema Noble, and the UN Country Team (UNCT) in the Philippines to conduct an assessment of the UNCT’s capacity to anticipate and adjust to longer-term threats and opportunities that might lead to future crises in the Philippines.

The objective of the programme was to undertake a general assessment of anticipatory, adaptive and strategic capacities of UNCT members, and to suggest, if necessary, ways in which such capacities could be enhanced. This report follows a preliminary analysis of the HFP team’s findings, conclusions and considerations, which was presented to the UNCT on 5 October 2007. The UNCT made a series of comments about that preliminary analysis, and these are reflected in this report.
